These operations are critical to the economic vitality and growth of the Southern Tier and other affected areas of New York. The Project is needed for Norfolk Southern Railway Company, the Project Sponsor, to continue to provide safe, relaible, and efficient rail operations on the Southern Tier Route. The purpose of the Project is to address the existing deficiencies at the Portageville Bridge by providing a modern rail crossing of the Genesee River at its current location that is capable of carrying current industry standard freight rail loads, to the greatest degree possible meeting Federal Railroad Administration (FRA) Class 4 speeds, while reducing ongoing maintenance efforts and costs.

The Portageville Bridge spans the Genesee River within Wyoming and Livingston Counties, New York. The Federal Highway Administration (FHWA) and the New York State Department of Transportation (NYSDOT) have prepared a Final Environmental Impact Statement (FEIS) for the Portageville Bridge Project, which assessed the project's effect on the quality of the human environment in accordance with the provisions of Section 102(2) of the National Environmental Policy Act of 1969 (NEPA) ( et seq.).
